The Investment and Finance Office’s 23 October 2026 pre-COP31 summit highlighted green investment and financing. That policy attention can help originate projects, but an announcement does not itself grant a licence, financing commitment or enforceable subsidy. Investors should convert each opportunity into a documented project with an identified sponsor, revenue model and approval pathway.
Separate policy ambition from a binding commitment
Classify each document: policy statement, memorandum of understanding, application guidance, award decision or executed contract. Identify who is authorised to commit the relevant public or private entity. If support is conditional, list the conditions and the decision-maker. The investment committee should see both the announced opportunity and the evidence still required. Avoid presenting a non-binding cooperation document as secured revenue in the base-case model.

Choose a project with a defined customer
For industrial decarbonisation, determine whether value comes from energy savings, product sales, service fees or an offtake commitment. Identify the customer’s credit risk and the measurement method for performance. A proposed efficiency improvement needs an agreed baseline; a long-term supply project needs workable volume and price provisions. Test who bears risk when the customer’s operations change or the expected demand does not materialise.

Build an approval and procurement map
Identify the land, environmental, construction and sector permissions relevant to the actual activity. If a public counterparty is involved, verify the procurement and contracting route rather than assuming a private bilateral agreement is sufficient. Record dependencies between decisions: an equipment order may be premature while site eligibility remains unresolved. Use dated evidence and name the person responsible for each outstanding item.

Document incentives and financing separately
Prepare one schedule for support eligibility and another for financing availability. A support application is not cash, and an incentive certificate does not replace a bank credit decision. Check eligible expenditure, timing, beneficiary identity and conditions attached to any proposed benefit. Build a downside model without unapproved support. Lenders should receive the same approval assumptions as shareholders so financing documents do not require an impossible completion date.

Make environmental claims verifiable
Define the boundary, baseline and evidence supporting claims such as avoided emissions or reduced energy use. Allocate responsibility for monitoring, independent verification and correction of inaccurate statements. Where carbon attributes are sold or transferred, specify ownership and prevent incompatible promises to multiple customers. Marketing materials should reflect the project’s actual stage and evidence. A project described as green still needs conventional corporate, contractual and environmental diligence.

Investor checklist
- Identify the binding document behind each announced benefit.
- Name the customer and test the revenue assumptions.
- Map permits, procurement and site dependencies.
- Separate approved support from applications and forecasts.
- Document the basis for environmental claims.

Frequently asked questions
Does COP31 participation create an investment entitlement?
No. Rights depend on the applicable rules and project-specific approvals or contracts.
Can an incentive replace project finance?
No. Support eligibility and financing availability need separate assessment.
When should legal review begin?
Before material commitments, so site, contract and approval risks can influence project design.
